【Abstract】

In the wave of widespread entrepreneurship and innovation, as an innovative and entrepreneurial ecosystem, cities play an important role in fostering innovation and entrepreneurship. Based on the innovation and entrepreneurship theory framework, our study designed and complied an evaluation system of urban entrepreneurship index with innovation and entrepreneurship situation and characteristics in China. Ultimately the evaluation system was formed by a general startup index, two different perspectives of oriented startup index and four basic dimensions. And we used this system to evaluate and analyze the entrepreneurship in 21 main cities of China. The study summarized the characteristics and development status of different entrepreneurial activities in different cities, which reflected the role and effect of the state on innovation and entrepreneurship incentives. It provided a scientific perspective for objective analysis and description of the development level of innovation and entrepreneurship in China, and put forward reasonable suggestions in this regard.
